Panaji:Director general of police

(DGP) said that the

Goa police bill

will be submitted to the govt before the

monsoon session

of the

legislative assembly

. “We have started making minor changes in the

draft bill

,” Singh told TOI.
This Jan, Goa police submitted a Goa-centric draft bill to state govt for approval. Over the past two decades, police have regularly pushed for this bill, but for some reason, govt refused to clear it, with directions for resubmission.
In the most recent case, home undersecretary Vivek Naik wrote to the Goa police to resubmit a fresh proposal along with a comparative chart indicating the proposed changes in the draft Goa Police Bill, 2024, vis-a-vis the Model Police Bill, 2015, of the Union home ministry, along with justifications for the changes.

A senior officer said that Goa police had constituted different committees, and they perused it clause by clause. He said that a lot of time was spent to prepare the draft, but the bill has been returned for re-examination. “We do not want any power taken away from any other department, but we want statutory status for Goa police.”

The draft bill is based on the Delhi Police Act and Manual, the Mumbai Police Act and Manual, and the Indian Police Act and Manual. Currently, Goa police functions based on the Mumbai police manual. The Goa police bill was first placed in the House more than a decade ago.
In the latest draft bill, Goa police had proposed greater powers to tackle touts and hawkers who harass tourists.
