NEW YORK CITY (PIX 11) — Frigid temperatures grip New York City as a ‘Code Blue’ remains in effect.

A ‘Code Blue’ is activated whenever the temps go below freezing conditions.

New Yorkers and tourists alike are bundling up and braving the frigid cold weather as the city remains under that ‘Code Blue’ alert until eight a.m. Thursday.

The emergency designation allows for expanded services to protect the most vulnerable, including an array of warming centers available across the five boroughs that are open 24 hours.

Under a ‘Code Blue’, the New York City Department of Homeless Services policies are relaxed to ensure everyone is warm and safe. That means Drop-in centers are required to take as many clients as possible until they reach their max limit, DHS clients can access any shelter — not just their assigned shelter, more outreach teams will be on the streets to offer services and shelter, and no shelter suspensions or sanctions can be carried out on these dates.

As wind chills make the already freezing temperatures feel even colder, New Yorkers like Rosie Grasso and her friend found a way to cope the best way they could — by stopping by Bryant Park to get some hot chocolate.

“We’re actually going to a play later tonight so we said let’s warm up a little bit on the walk down there,” Grasso said.

Donna Skelton is visiting New York City from England and is no stranger to cold weather. She came prepared dressed in layers upon layers.

“I have a vest on, a thermal, t-shirt, jumper. I have a scarf,” said Skelton.

But New Yorkers like David Gervacio said this is just another wintery day in New York City.

“It’s all about mentality,” he said. “You a tough New Yorker, you got to endure the toughness of the cold, to be honest.”

As this code blue remains in effect, anyone in need of a place to go can walk into single adult or family shelters, without undergoing typical intake and eligibility procedures.

The entire state of New Jersey is also under a code blue.
