NEW DELHI: On the back of several instances of deaths due to attacks by ferocious dogs, the Centre has sought a ban on import, breeding, and sale of several “ferocious” breeds such as
Rottweiler
, Pitbull,
Terrier
,
Wolf dogs
and Mastiffs as pet dogs or for other purposes as they are “dangerous for human life”. The restriction will extend to mixed and cross breeds as well.
In a letter to states, the department of animal husbandry and dairying, requested the local bodies to not issue issue any licences or permit for sale and breeding of such dogs.
The advisory follows a report by a committee of experts and animal welfare bodies, which was set up following an order by the Delhi HC.
The department said dogs from these breeds, already kept as pets, will be sterilised to prevent further breeding.
The identified breeds (including mixed and cross breeds) include Pitbull Terrier,
Tosa
Inu, American Staffordshire Terrier, Fila Brasileiro, Dogo Argentino, American Bulldog, Boesboel, Kangal, Central Asian Shepher Dog, Caucacian
Shepherd Dog
, South Russian Shepherd Dog, Tornjak, Sarplaninac, Japanese Tosa and Akita, Mastiffs, Rottweiler, Terriers, Rhodesian Ridgeback, Wolf Dogs, Canario, Akbash, Moscow Guard, Cane Corso and every dog of the type commonly known as Bandog, an official release said.
"The local bodies may also issue necessary implementation guidelines," the letter said.
The letter draws attention to several representations from citizens and animal welfare organisations besides the Delhi HC order regarding banning dogs of some breeds being kept as pets.
Delhi HC, in its order of December 6, 2023, had directed "that after consulting all stakeholders, the Union of India shall decide petitioner's representation as expeditiously possible, preferably, within three months”.
The govt has also asked states to ensure implementation of the Prevention of Cruelty to Animal (dog breeding and marketing) Rules 2017 and Prevention of Cruelty to animal (Pet Shop) Rules 2018 by the local bodies and state animal welfare boards.
